미 연방 하원의원들이 2차 세계대전 중 일본의 위안부 강제동원과 관련한 일본 정치인의 최근 발언에 대해 강력히 비난하고 나섰다.
미 연방하원의 마이크 혼다(Mike Honda·민주) 의원과 스티브 이스라엘(Steve Israel·민주) 의원이 지난 15일 각각 성명을 발표, 오사카 시장이자 신생 보수야당인 일본유신회의 하시모토 도루 공동대표의 최근 위안부 관련 발언을 비난했다.
하시모토 시장은 지난 13일 일본군 위안부 제도에 대해 당시 세계 각국이 위안부 제도를 갖고 있었다며, 2차 세계대전 당시 상황에서 위안부 제도의 필요성은 누구라도 알 수 있는 일이라고 주장한바 있다.
이에 대해 혼다 의원은 “경멸스럽고(contemptible) 혐오스럽다(repulsive)”고 비판했다. 그는 성명서에서 “유아기 때 전쟁격리수용캠프(internment camps)에서 지냈다. 나는 우리 모두가 과거를 외면해서는 절대로 안된다는 것을 안다. 위안부 문제와 같이 장기간 지속돼온 문제에 대한 해결책은 일본 정부가 잘못을 공식적으로 인정하고 시인하는 것이다. 진정한 화해는 일본 정부의 적절한 행동을 통해서만이 가능하다”고 말했다.
혼다 의원은 “수차례 만난 생존한 위안부 할머니들의 얼굴에서 여성에 대해 저질러진 전쟁의 폭력을 본다. 가슴 찢어지는 할머니들의 증언에 아직도 사로잡혀 있다. 이미 오래 전에 정의와 존엄을 복구시켰어야 했다”며 “하시모토 시장의 발언은 일본정부의 잘못에 대한 공적인 인정과 사과, 역사적 책임 수용의 필요성에 대한 이유를 여전히 보여준다”고 지적했다.
이스라엘 의원 또한 성명에서 하시모토 대표의 발언이 역겹다면서 “신체적, 성적, 심리적 폭력 속에서 살아남은 위안부 생존자들이 일본 정부로부터 공식적이고 진정한 사과를 받을 자격이 충분하다”며 일본 정부가 2차 대전 당시 일본의 제국군대가 저지른 잔혹한 만행을 공식적으로 시인하고 사과할 것을 강력히 촉구한다”고 밝혔다.
두 의원은 일본이 1930년대부터 2차 세계대전 말까지 아시아와 태평양 열도를 점령하면서 한국과 중국, 태국, 필리핀, 네덜란드, 인도네시아 출신의 여성들, 심지어는 13세의 여아를 상대로 20만 명의 젊은 여성들을 조직적으로 성노예로 삼은 책임이 있다고 지적했다.
마이크 혼다 의원은 지난 2007년 일본의 공식적인 사과를 촉구하는 연방 하원 결의안을 발의, 하원에서 만장일치로 통과시킨 바 있다.

~ Osaka mayor calls forced sexual enslavement 'necessary' ~
Washington, D.C. Rep. Mike Honda (D-Calif.) and Rep. Steve Israel (D-N.Y.) today strongly denounced remarks made by Osaka Mayor Toru Hashimoto regarding Japan's enslavement of 200,000 young women during its colonial and wartime occupation of Asia and the Pacific Islands. Hashimoto told reporters this week that these so-called comfort women were "necessary" to assuage the emotionally charged Japanese soldiers. From the 1930s through World War II, the Imperial Armed Forces were responsible for systematic sexual servitude of young Korean, Chinese, Taiwanese, Filipina, Dutch, and Indonesian women, some as young as 13 years old.
"Mayor Hashimoto's remarks that comfort women were 'necessary' are contemptible and repulsive. His view is an affront to history, humanity, and most of all to the young women who were coerced into horrific psychological, physical, emotional, and sexual violence, including gang rape, forced abortion, humiliation, and mutilation," stated Rep. Honda. "As someone who was put into an internment camp as an infant, I know we must never be ignorant of the past, and that reconciliation through appropriate government action admitting error is the only resolution likely to be long lasting.
"Mayor Hashimoto's comments demonstrate why a formal acknowledgement, apology, and acceptance of historical responsibility in a clear and unequivocal manner by the Government of Japan is still necessary. The surviving grandmothers, who I have met with numerous times, are the human face of wartime violence against women, and I am still haunted by their heart-wrenching testimonies. Their restored justice and dignity are long overdue."
Rep. Israel said, "I am simply disgusted by the remarks uttered by Mayor Hashimoto regarding the history of 'comfort women.' These survivors of physical, sexual, and psychological violence deserve sincere and formal apologies and recognition for the atrocities they endured not an abhorrent explanation by a public official. I strongly condemn Mayor Hashimoto's remarks and continue to urge the Japanese Government to offer a formal acknowledgement and apology for the atrocities committed by its Imperial Armed Forces during World War II."
In 2007, Rep. Honda introduced a resolution calling on Japan to formally apologize, and addressed the House Foreign Affairs Subcommittee on Asia, the Pacific, and the Global Environment. The resolution passed the House unanimously.
